Göytəpə — is a city and the most populous municipality, except for the capital Cəlilabad, in the Jalilabad Rayon of Azerbaijan. It has a population of 15,500. Renamed in 1992, 'Göytəpə' in Azeri means "Blue Hill." Wikipedia
