Joseph Pholien

Joseph Clovis Louis Marie Emmanuel Pholien was a Belgian Catholic politician and member of the PSC-CVP. He was born in Liège, and volunteered to serve with the Belgian army during World War I, being commissioned as a first lieutenant. Wikipedia
